But, the voters sometimes are ignored by their representatives and the negative results of public policies question the ability and honesty of political representatives; particularly when these have been incomplete facing oppressed or minority groups. Who should define public policy? This query reveals the need for establish non-recognized rights, apparently illegitimate ones that require becoming the legal framework and will have to operate in parallel to all the general rights. Thus, the right to demand rights and the non-legalized ones are exemplified with the differentiated rights. The proposal is that these rights should be promoted the platforms of the new electronic technologies.
