In this article the author tries to demonstrate that the phenomenon
known as rural exodus turned into a total chaos and the large
urban centers as a way to reverse this situation, the States have
to commit themselves, through international documents, to ensure
minimum conditions for sustainability in urban areas. However,
the mere ratification of an international treaty or the issuance
of a law on a domestic level are not sufficient to address such a
serious problem. It is essential that there is political goodwill, to
effectively enforce the guidelines laid down in the law. |
