This paper analyzes the new role of the State in urban-environmental
management, as well as deregulation of the Law and the weaknesses
of urban planning and environmental protection. The case study in
Morelia demonstrates how municipal public policies favor private interests,
and oppose social welfare and natural heritage conservation.
It also shows how civil society and the Legislative Branch (state and
federal) play a role as vigilance commissions and promoters of the
law -due to the transgressions done by the state and municipal governments-,
and the effectiveness of public consultation in the federal
government as a tool for citizenship defense. |
