While the legislation and the current regulatory framework for the
Mexican casino industry remains unclear and ambivalent, perverse
incentives will continue to generate market failures, corruption, and a
suboptimal distribution of costs and benefi ts. It is imperative to solve
this ineffi ciency in the light of two challenges for Mexico: a) to mitigate money laundering activities; and b) to substantially reduce corruption
in the public sector due to its links with the insecurity crisis. Thus, it
becomes essential to start a realistic regulatory reform for this industry,
able to attend the existing market while eliminating the current
costs for the prevailing ambivalence in this policy. To achieve this goal,
this article presents: historical background, a diagnosis of the casino
activities in Mexico and some steps that could help to design a more
effi cient public policy in this area. |
