The objective is to identify and analyze the general tendencies of the Mexican government of budget policy in the foreign policy realm. There are two particular objectives: 1) to describe the process of budget allocation in the federal government, particularly in the Mexican Foreign Affairs Ministry (SRE); and 2) to identify the behavior patterns of the budget policy of the Mexican Foreign Affairs Ministry in the last years. The key argument of the article is that the SRE budget does not depend on the Mexican government foreign policy priorities or on the international environment, but it strongly depends on conjuncture phenomena of economic and fi nancial nature basically. In other words, the SRE budget does not respond directly to strategic necessities of Mexican foreign policy, but to fi nancial and macroeconomic necessities, such as GNP growth, infl ation, remittances, dollar-peso change rate, oil revenues, among others. The paper is divided in two parts. The fi rst one describes the process of budget allocation in a general way. The second part analyzes the budget policy of the Mexican Foreign Affairs Ministry.
