Laburpena: The right to education is universal. However, not all people can exercise this right on an equal basis. One of the most important international legal instruments for the elimination of discrimination based on disability is the Convention on the Rights of Persons with Disabilities. The enrollment and retention of people with disabilities to higher education is being driven by a policy framework that adopts the basic principles of non-discrimination and accessibility required in college and the establishment of affirmative action.
