Summary: The function of the administrative procedures has been questioned by important theories of public management, in order to change the State into a model o private management, quicker and more efficient, in despise of regular channels, which has been disqualified as a bureaucratic remora. However, the author identifies in this thesis an important remoteness from the Administrative Law, their principal weakness, considering the need of respect toward the rule of law and the coincidence between the function of administrative procedure and the State modernization under the e-government.
