Summary: Slave trade phenomenon currently shows characteristics similar to the drug and weapon traffic. Most victims are women and children exploited by sex industry, cheap labor, and forced marriages. For year 2008, Medellin was occupying the second place among Colombian municipalities displaying the highest case reports; therefore, it was decided to make an analysis on the local public policy related to this scourge. The analysis drove to three main conclusions; first, there is a public policy just going through a construction phase; second, the municipality has some measures (instead of a real public policy) against prostitution, sexual exploitation or sexual abuse, especially focused on underage children; third, one of the main causes resulting in prostitution and sexual exploitation or abuse is the indistinct treatment several social players have given to problems such as prostitution, sexual abuse, and slave trade.
