This by no means should be understood as a denial of national identity. When a person becomes universal the first thing he emphasizes is his national self. The present document sustains an internal look at nationality in Colombia, overcoming the mere individual aspects in order to include a holistic vision, which contain his rights of participation in the State political instances.La población es el conglomerado humano política y jurídicamente organizado que integra el Estado como uno de sus elementos constitutivos. El siglo XXI ha revivido viejas discusiones en torno al status de los nacionales como resultado de la extensión de la fronteras, lo que de manera alguna debe entenderse como negación de la identidad nacional. Cuando un hom-bre se universaliza, lo primero que destaca su grandeza en su condición de ser nacional.
