AB  - Even though the Constitution empowers municipalities for the delivery of organic norms about budget, the law limited the practice of such a power as it established that the norms of the National statute must be applied adapting them to the proper procedures of those territorial entities. Besides raising the loss of municipality autonomy, the article synthesizes the different budget processes starting from the project preparation to its execution and control.
