Summary: Article 113 of our Political constitution established that Public Power would be formed by three branches: legis-lative, executive and judicial and by the autonomous and independent organs in charge of ensuring the performance of the other functions of the State. Through this schematic and organic explanation the present article analyses the exercise of the legislative function, not only related to the organization and composition of the Congress, but also related to the way the legislative task is performed, which not only is restricted to the expedition of laws but it also includes the performance of constitutional functions, poli-tical control, judicial, administrative and protocol.
