AB  - The State Contract Statute regulates the topic of retainer and payment in advance, without establishing any difference between them. Whereas retainer tries to facilitate the contractor the financing of goods, services and work contracted, through the lending of resources that still conserve their public or official character; payment in advance is a partial retribution that the contractor receives in virtue of a subscribed contract. It is a resource, which comes into his/her patrimony permanently.
