AB  - Even if the incidence of the city on its environment and the living conditions of its inhabitants is a fact and has been an accompanying phenomenon of the development of the city itself, current problems of well being and life quality had never been seen before. The environmental problems of our predominantly urban society seem to call our attention on the need to discriminate what is related with the treatment to be given to the environmental protection from the political and legal point of view. In some areas of the planet, this situation has been well understood and consequently different options have been elaborated and put into action in order to try to lead human relations generated in these complex systems. Particularly, the effort developed from the European Community area is important and therefore it merits to be studied.
