The environmental problems of our predominantly urban society seem to call our attention on the need to discriminate what is related with the treatment to be given to the environmental protection from the political and legal point of view. In some areas of the planet, this situation has been well understood and consequently different options have been elaborated and put into action in order to try to lead human relations generated in these complex systems. Particularly, the effort developed from the European Community area is important and therefore it merits to be studied.Si bien es cierto que la incidencia de la ciudad sobre su entorno y las condiciones de vida de sus habitantes ha sido fenómeno consustancial al surgimiento de la ciudad misma, los actuales problemas de bienestar y calidad de vida que se cuentan en su interior no tienen precedente. Los problemas ambientales de nuestra sociedad predominantemente urbana parecen llamar la atención sobre la necesidad de discriminar lo relacionado con el tratamiento que desde la política y el derecho debe darse a la protección del medio ambiente.
