Summary: This article offers part of the results of a research developed in the city of Barranquilla (Colombia) with the aim of interpreting the contravening behaviour of Barranquilleros from a sociological point of view, starting with the citizen's attitude towards ordering itself and this way establish the juridical efficacy of the police norms such as the citizen living together statute. The Police Law is analyzed from the social perspective but having into account that as it is a set of norms at national, departmental and district level it is in charge of regulating both the state function oriented to assure its existence in the internal order and to protect the people's integrity in their lives, honour and property and on the other hand regulate human behaviour with the aim of preventing the abuse of liberty in detriment of the collective and the exercise of the rights of others.
