A1 - Roig Molés, Eduard PB - Generalitat de Catalunya: Institut d'Estudis Autonòmics YR - 2006 UL - http://biblioteca.ararteko.eus/Record/dialnet-ar-18-ART0000096223 AB - In an article which appeared in the second issue of REAF, Professor Cruz suggested that the proposal adopted by the Catalan Parliament to reform the Statute of Autonomy of Catalonia would led to a substantial transformation of the territorial structure of Spain. Indeed, he argued that such a transformation would go beyond the structures and aims set out in Spanish Constitution. In this sense, Professor Cruz believes that the implementation of the new Statute of Autonomy would result in the establishment of territorial structure of powers completely different from the model envisaged from the Constitution. In the present article, Professor Roig argues against Prof. Cruz's thesis, asserting that the institutional setting which would result from the implementation of the new Statute of Autonomy of Catalonia falls squarely within the framework established by the Spanish Constitution. He argues that this new institutional setting should be considered a step forward in the development of the original territorial model of Spain: a model which aims at providing a clearer definition of matters such as the distribution of powers and the financing system; and at finding responses to new institutional needs such as the participation of the Autonomous Communities within the decisionmaking processes relating to state-wide issues ER -
