Laburpena: In the last years the technological politicians are carrying out an effort to design regional innovation systems. This paper shows the relevance that a group of measures, agents and infrastructures have in less favored territories for the development to approach the industrial change. A trajectory marked by the specialization in mature sectors as well as the weakness of actors' nets that impel innovation processes, is the dominant notes that have been in the regions Objective 1 of the Spanish northwest. In spite of the observed differences, it also exists a certain continuation of agents and industrial sectors. The technological and industrial change are driven by existent companies that supported in new factors and infrastructures select and they adapt the productive tasks to the new paradigm informacional.
