Nowadays an alternation of political power is operating in the Mexican political system and Mexico is in the "consolidation of the democracy" stage, where, competitive rules should be enforced for all political forces. These signs of a new system, require the incorporation of many society needs, among them, an integral and gra-dual constitutional amendment. However, the alternative of amending or creating a new Constitution is a problem of political negotiation and not about legal techniques. The basic constitutional tendencies experi-mented by our Mexican public law, will stay with this or another Constitution, e. g.: balance of public powers; bigger control regarding executive power; to give force to the legislative and the parliamentary career; stricter control of public expendi-ture; a more vigorous judicial branch that rests in an effective constitutional justice; a more effective and more integral system of human rights; invigoration of federalism and municipal renovation. |
